This initiative seeks to enforce regulated fares through targeted driver suspensions and restore accountability to one of the region's most heavily utilized transit corridors.
The transit corridor connecting Tulum and Playa del Carmen serves as a vital artery for both daily commuters and international tourists navigating the Riviera Maya. The reliance on collective vans requires consistent pricing to maintain operational integrity and public trust. However, recent discrepancies in fare collection have triggered regulatory scrutiny from the Quintana Roo Mobility Institute, pushing local union leaders to confront unauthorized practices directly before state authorities intervene with broader operational sanctions.
The Luggage Surcharge Issue
The primary source of friction stems from operators arbitrarily imposing additional fees on passengers traveling with baggage. Moisés Paul Quijano, general secretary of Untrac Section II in Tulum, confirmed that several users have documented instances where drivers attempt to extort extra payments at the point of boarding.
“There are cases where the passenger pays for their ticket, but when boarding, if they have a suitcase, the driver tries to charge double,” Quijano stated, highlighting a practice that violates current transport regulations.
Mandatory Fare Transparency
To combat these localized extortion tactics, union directives now emphasize passenger rights regarding price verification. All operators are legally required to display the official fare structure authorized by state mobility authorities within their vehicles.
“Passengers have the right to ask to see the price list. If they notice a higher charge, they should report it,” Quijano emphasized. This transparency mandate is designed to eliminate ambiguity and prevent drivers from negotiating ad hoc prices based on passenger appearance or cargo.
Filing a Formal Complaint
Authorities acknowledge that informal complaints are insufficient for initiating disciplinary action. To enforce concrete penalties, passengers must file official reports upon reaching their destination. Quijano recommended approaching site delegates stationed at the main terminals in either Playa del Carmen or other designated stops along the coastal highway.
A successful and actionable complaint requires specific operational data. Passengers must document the vehicle’s unit number, the specific transport line, the driver’s name, and the exact date and time of the infraction. Furthermore, union officials advise travelers to meticulously verify vehicle markings. Because multiple transport syndicates operate vans with similar visual characteristics across the Riviera Maya, most notably the standard orange lateral stripes, precise identification is critical to avoid administrative errors.
“It is essential to check the route and the vehicle’s markings to avoid blaming the wrong operator,” Quijano noted, pointing out that misidentification often derails disciplinary proceedings and allows guilty drivers to evade punishment.
Escalating Penalties for Operators
To deter future violations, Untrac Section II has established a progressive disciplinary framework for drivers found guilty of fare manipulation. The severity of the punishment corresponds directly to the frequency and nature of the offense.
“A first offense may result in a three-day suspension. Repeat offenses increase to six, nine, or even 15 days. In serious cases, the operator can be suspended for a month or permanently removed,” Quijano detailed.
These measures represent a coordinated effort to purge predatory practices from the regional transport network.
