Lorenzo Bernabé Miranda, the former director general of Tulum's municipal office for territorial, urban, and sustainable development, was arrested Wednesday afternoon on a domestic violence warrant, according to the Quintana Roo Attorney General's Office and federal detention records.

The arrest marks a significant moment for the municipality of Tulum, where Bernabé held direct authority over land use, urban planning, and environmental compliance during his tenure. His position placed him among the senior figures of a local government that has faced sustained scrutiny over governance and accountability in recent years.

How the arrest unfolded

Agents of the Criminal Investigation Police, operating under the Quintana Roo Attorney General's Sub-Prosecutor's Office, detained Bernabé at 5:09 p.m. on Wednesday, June 10, in a public area of the Alfredo V. Bonfil neighborhood in the municipality of Benito Juárez, which encompasses the Cancun metropolitan area.

The Registro Nacional de Detenciones, the federal detention registry maintained by the Mexican government, confirmed the arrest and logged the precise time, location, and physical description of the detainee. According to that record, Bernabé was wearing a beige shirt, blue denim pants, and brown shoes at the moment of his capture. The registry described him as having a regular build, light complexion, a height of approximately 1.60 meters, and curly hair, with no tattoos noted.

Following his detention, Bernabé was transferred to the Centro de Retención Municipal in Playa del Carmen and placed at the disposal of a local judge, according to official records.

The allegation and the warrant

The Quintana Roo Attorney General's Office stated in a communiqué that Bernabé allegedly abused his romantic partner. Local media reported that the victim filed a formal complaint in which she alleged she had been struck on multiple occasions at a residence in the city of Tulum.

The charges fall under Mexican federal and state law provisions on violence against women, which carry both criminal and civil consequences. The warrant was issued after the victim's complaint was processed by the Vicefiscalía de Quintana Roo, the sub-prosecutorial unit responsible for executing the order.

All allegations at this stage are based on the victim's complaint and official proceedings. Bernabé has not been convicted. The judicial process remains active.

His role in Tulum's municipal government

According to his official curriculum published by the Tulum municipal government in 2024, Bernabé held the position of director general of the Dirección General de Desarrollo Territorial, Urbano y Sustentable, the office responsible for regulating land development, zoning, and environmental sustainability within the municipality.

His educational background was listed as engineering. His official record showed no definitive administrative sanctions during his time in office.

The Dirección General de Desarrollo Territorial has been a central institution in Tulum's contentious urbanization process, overseeing permit approvals and compliance in one of Mexico's most rapidly expanding coastal municipalities. Bernabé's former role gave him considerable regulatory authority at a time when land use disputes and development pressures have defined much of the city's public agenda.

Broader pattern of public officials facing domestic violence charges

Bernabé's case is not isolated. In recent weeks, several figures with public profiles in Mexico have faced arrest on similar charges.

On May 20, Omar Chávez, son of former world boxing champion Julio César Chávez, was taken into preventive custody at a detention center in Culiacán, Sinaloa, on charges of domestic violence and injuries against his partner. A judge ordered his immediate detention after he repeatedly failed to respond to prior judicial summons, which led authorities to modify his precautionary measures.

On May 7, the Mexico City Public Security Secretariat arrested Humberto Nava Genera, secretary general of the national workers' union of the Federal Attorney General's Office, in the Coyoacán borough on an alleged domestic violence charge.

Each case involves different jurisdictions and circumstances. What connects them is a visible shift in prosecutorial willingness to pursue domestic violence cases against individuals who hold, or have held, positions of institutional authority.

What comes next

Bernabé remains in custody in Playa del Carmen pending judicial proceedings. No timeline has been publicly stated for his initial hearing. The Quintana Roo Attorney General's Office has not announced additional charges or named other individuals in connection with the case.

The Tulum municipal government has not issued a public statement regarding the arrest of its former official. Whether the case will prompt any internal review of conduct standards for current and former municipal officers remains an open question.
