Residency in Tulum is decided in another country, then stamped 60 kilometers away

The card that lets a foreigner live in Tulum cannot be obtained in Tulum. A Mexican temporary resident visa is granted at a Mexican consulate abroad, and only then exchanged for a card inside Mexico.

The consulate rules on the money. The Instituto Nacional de Migración rules on everything after the plane lands, and it keeps no office in Tulum. The nearest window sits in Playa del Carmen.

What changed this year is the arithmetic. Consulates now measure economic solvency in UMA, the inflation-linked unit that replaced the minimum wage as the reference for these thresholds, and the monthly income they want to see for temporary residency works out to 79,770.80 pesos, close to 4,400 dollars. Anyone renting in Tulum on a tourist stamp and hoping to make the stay durable is working against that figure first, and against a 30-day clock later.

Where the Mexico temporary resident visa is actually granted

Abroad, and in person. The applicant books an interview at a Mexican consulate in the country where they live, arrives with a passport, photographs, the application form, and proof of funds, and leaves with a visa sticker in their passport if the consulate is satisfied.

Applying from within the country is possible only in a narrow set of cases, most of which are based on family ties to a Mexican citizen or an existing resident. The tourist stamp most new arrivals in Tulum are living on does not convert on its own, nor at the INM counter in Playa del Carmen.

The sticker is not residency either. Mexican consular guidance describes it as permission to enter the country for that purpose, valid for up to 180 days from the date of issuance.

What 680 UMA looks like on a bank statement

The 2026 UMA is 117.31 pesos a day. Consulates multiply it, and the multiples are where applications are won or lost.

• Temporary residency, monthly income: 680 UMA, or 79,770.80 pesos.
• Temporary residency, savings or investments: 11,460 UMA, or 1,344,372.60 pesos.
• Permanent residency, monthly income: 1,140 UMA, or 133,733.40 pesos.
• Permanent residency, savings or investments: 45,850 UMA, or 5,378,663.50 pesos.

Income is normally proved with six months of bank statements. The savings route asks for twelve. A retiree with a modest pension and a healthy balance often clears the second test after failing the first, which is why the two are worth pricing separately before anyone books a flight.

The figures are also not applied identically from one consulate to the next. Mexperience, which tracks the criteria year by year, notes that economic solvency requirements commonly vary between consulates because each one converts pesos at its own rate and works in the local currency. The consulate handling the file is the only authority on the number the file has to clear.

Thirty days to trade the visa for a card

The clock starts at immigration control. A traveler arriving with a resident visa tells the officer the entry is a canje, and the entry form is marked for the exchange.

From there, the deadline is explicit. Consular guidance from the Mexican foreign ministry states that the holder must apply for the temporary resident card before the Instituto Nacional de Migración within 30 days of entering Mexican territory. Thirty calendar days, not thirty working days.

INM asks for the passport, the marked entry form, the visa, the completed application, and proof of payment. The card is issued once the file is resolved, which is rarely the same week. Anyone with travel booked in that period should ask at the window what is possible while the file is open rather than assume the passport is free to leave.

No INM window in Tulum, and an hour on Highway 307

The institute's own directory for Quintana Roo lists five service points. Tulum is not among them.

The closest is the sub-representation in Playa del Carmen, on Avenida Constituyentes at the corner of 95 and 30 Norte, in Colonia Ejido II, open weekdays from 9:00 to 15:00. The state's main office is in Cancún, on Avenida Carlos Nader at Uxmal, Supermanzana 5, with the same weekday hours and a published line at (998) 881 3560. Cozumel and Chetumal cover the island and the south, and the fifth point sits at the Subteniente López border bridge.

For someone living in Tulum, that means roughly an hour on the highway in each direction, within a service window six hours wide, for a procedure that seldom finishes in a single visit.

Card fees start at 11,141 pesos

Two payments are due on the Mexican side of the process, in addition to whatever the consulate charges in local currency for the visa itself. The 2026 fee schedule sets a processing fee of 1,847 pesos, followed by a card fee that depends on the number of years granted.

• One year: 11,141 pesos, or 5,570 pesos at the reduced rate.
• Two years: 16,693 pesos, or 8,347 pesos reduced.
• Three years: 21,143 pesos, or 10,571 pesos reduced.
• Four years: 25,058 pesos, or 12,529 pesos reduced.

The reduced rate is tied to specific categories, including family-unit cases and employer-sponsored applicants. First cards are usually issued for a single year, so the longer figures matter at renewal, where the arithmetic is blunt. Three additional years bought at once cost 21,143 pesos. The same three years bought one at a time cost 33,423.

The card does not come with a work permit

This is the assumption that costs people the most. A temporary resident card granted on the solvency route authorizes residence, not paid work in Mexico. Permission for lucrative activities is a separate notation on the card, and it is normally requested by an employer rather than by the resident.

The employer registers with INM, files a formal job offer specifying the position, salary, duties, and duration, and waits out a legal resolution period of 20 business days. For a remote worker in Tulum whose employer is based in another country and has no interest in registering with a Mexican immigration authority, that route does not exist. What remains is foreign income, which is exactly what the solvency test was designed to measure.

Four years of renewals, then the permanent card

The first card usually covers one year. It can then be renewed for one, two or three more, and four consecutive years as a temporary resident is the standard threshold for applying for permanent residency from inside the country, without returning to a consulate.

Marriage or a Mexican child shortens that path considerably, and a pension large enough to clear the permanent income threshold can skip the temporary stage altogether. On the cost side, the law firm MEXLAW, which publishes an annual fee schedule summary, lists 13,579 pesos for a standard permanent residency card in 2026 and 8,569 pesos for the transition from temporary to permanent residency.

A CURP, a lease, and free entry to Parque del Jaguar

The plastic does more than the visa ever did. Holding temporary or permanent residence triggers the assignment of a CURP, the population registry number, through the federal procedure for foreigners in that status. Banks ask for it. So does the tax authority, the state licensing office, and any landlord drafting a contract that will survive a dispute.

It also changes the price of the coast. Tulum's town hall administers a resident credential that opens the public beaches within Parque del Jaguar at no charge, a process The Tulum Times covered when the municipality opened it to foreign residents, and it is based on proof of residence rather than nationality.

It also does not soften the door at the airport, where passport checks at Cancún and Tulum have tightened this year for damaged or expired documents.

None of the numbers above are fixed. The UMA is reset once a year, and every threshold moves with it, and each consulate converts the result at its own exchange rate on the morning of the appointment. Anyone budgeting a move to Tulum at 79,770.80 pesos a month should confirm the figure on the consulate page that will read the file, in the same week the interview is booked, because that is the only version of the number the officer will be working from.
