Jorge Portilla Manica, the seventh council member of Tulum and a local businessman, has resigned his membership in Movimiento Ciudadano through a formal letter addressed to the party's national leadership.
The resignation lands as Tulum, one of Quintana Roo's fastest-growing municipalities, contends with mounting pressure on its infrastructure and public services, and as local parties begin positioning for the next renewal of the municipal government.
What Jorge Portilla Manica said in his resignation letter
In the document, addressed to Jorge Álvarez Máynez, coordinator of the party's National Operative Commission, Portilla Manica grounded his decision in Movimiento Ciudadano's internal statutes and thanked the national leadership for its support during his time with the party.
He wrote that the project he led helped position Tulum as a point of reference for growth within the movement at the national level. He also argued that the municipality is going through a moment that calls for a broader vision, one oriented toward building agreements and bringing together different interests to address current challenges.
The letter framed the future of public life around dialogue and citizen participation, placing collective interest above political differences. Portilla said he would continue working alongside Tulum residents on community matters, though from a vantage point outside party membership.
The resignation was also addressed to figures including Dante Delgado Ranauro and Jacobo David Cheja Alfaro, to whom he extended what he described as his institutional respect. He paired the announcement with a social media message stating that his commitment to Tulum stands above any party label.
Movimiento Ciudadano responds to the resignation
A day after the announcement, Movimiento Ciudadano in Quintana Roo issued a statement signed by José Luis Pech Várguez, coordinator of the State Operative Commission, saying the departure does not alter the party's causes or its project in the state.
Individuals are free to decide on their political preferences and affiliations, though in the case of public servants, citizens expect conduct that generates trust and credibility, because it fits within a long-term vision.
The party said that corruption and inefficiency in the national and state governments have not only gone unresolved but have become institutionalized, and it reiterated that it considers itself the country's strongest democratic alternative.
Movimiento Ciudadano added that Tulum needs authorities who respond quickly to the problems created by its growth, and it said it would keep promoting what it called honorable and effective governments. Its causes, the statement said, have not changed.
The two messages drew a clear contrast. Portilla described his exit as a step toward dialogue and consensus, while the party framed it through the lens of public trust, suggesting that voters judge officeholders by the consistency of their commitments over time.
Political timing in Tulum
Portilla Manica's exit comes during a period of political reshuffling at the local level, ahead of the renewal of Tulum's municipal presidency. His departure has fueled speculation about a possible realignment, though neither he nor any other party has publicly confirmed a new affiliation.
Tulum has expanded quickly over the past decade, and that growth has strained housing, public services, and infrastructure in ways that successive administrations have struggled to manage. Any movement among local political figures tends to be read against that backdrop, where control of the municipal government carries real weight.
For now, the confirmed development is the end of his membership in Movimiento Ciudadano in Quintana Roo. What role he will play in Tulum's public life, and whether his exit signals a wider movement of local figures between parties, remains to be seen as the municipal calendar advances.
