Quintana Roo’s Mobility Laws Get an Update: UBER and Digital Platforms Now Compliant

The XVII Legislature of the State unanimously approved reforms to the Mobility Law of Quintana Roo, which will transform mobility in the region through a profound paradigm shift in regards to passenger transportation services hired through technological or digital platforms, guaranteeing the human right to mobility and promoting fair competition.

During the 22nd ordinary session, the Legislative Assembly approved the decree project that reformed, added, and repealed various articles of the Mobility Law of the State of Quintana Roo and reformed various provisions of the State Fiscal Code.

Through these modifications, the public and private nature of passenger transportation services hired through technological or digital platforms are recognized.

A new regulatory framework for the provision of this service is also issued, which can be offered by private individuals who have a permit, through the previous procedure of the legal entity that mediates the provision of this service, or by operators who have a public transportation concession.

Furthermore, the reform to the Mobility Law will generate a legal mechanism to promote an immediate prevention and reaction scheme against criminal activities that could happen inside vehicles providing passenger transportation services through the installation of geolocation equipment, internal surveillance cameras, and panic buttons.

Additionally, the creation of the State Mobility Fund was established, which aims to capture, manage, and provide resources that contribute to improving infrastructure, safety, and traffic regulation, as well as mobility culture actions.
