The Special Operational Committee for Hydrometeorological Phenomena will convene and issue alerts when a cyclonic system with winds of at least 63 kilometers per hour is detected.   4. Orange Alert (High Danger): Declared when the impact of a tropical cyclone is expected within 36 to 12 hours. Evacuations in high-risk areas should begin.
  5. Red Alert (Approaching Danger): This is the final alert, issued when the system is 18 hours or less from impact. Residents should take shelter and avoid doors and windows.
